The Pennsylvania Symposium Organizing Committee (SOC) was officially formed in early 2017, for the purpose of  bringing to light for Pennsylvanians something that has been in the dark far too long, that is the Absence or Non Involvement of far too many fathers in the care of their children and families, and to shine a spotlight on the resulting  consequences. In that regard, SOC held its first press conference in the rotunda of the State Capital in support of a  Pennsylvania Commission on Greater Father Family Involvement on March 27th, 2019. 

In response to SOC’s request, Pennsylvania State Senator Anthony Hardy Williams (D-Philadelphia County) introduced Senate Bill 476 Printer’s No. 666 on April 30th 2019, which would establish the Pennsylvania Advisory  Commission on Greater Father Family Involvement. As SOC’s work is bipartisan and bicameral, its leadership  reached out to Representative Lori A. Mizgorski (R-Allegheny County) encouraging her to introduced a House Bill  on the same topic prior to the end of the 2019-2020 legislative session. Neither bill was voted out of Committee prior  to the ending of the session. During the current legislative session which began in 2021, Representative Mizgorski  introduced H.B. 1731, which would establish the Pennsylvania Advisory Committee on Greater Father Involvement.  It received unanimous passage from the House on May 23, 2022, and was forwarded to the Senate, for a fiscal note. 

This effort to pass this bill was started by Dr. Rufus Sylvester Lynch, Chair of The Strong Families Commission,  Incorporated, who was joined in campaign leadership by the Rev. Dr. W. Wilson Goode, Sr., SOC Chair Emeritus  and former Mayor of the City of Philadelphia, and David A. Wyher, President and CEO of Delta Community  Supports, Inc., together they reached out to Dr. Joel N. Myers, Founder and CEO of AccuWeather, who accepted  the role of Chair of the Pennsylvania Greater Father Family Involvement Campaign with three major goals: Raise the  Consciousness of all Pennsylvanians that fathers can make tremendous contributions to the well-being of children  and families; educate and urge each branch of Pennsylvania’s state government to adopt and institutionalize a father  inclusive posture toward men within families, and to support the active participation of fathers in Commonwealth  child and family programing; and convince the Pennsylvania General Assembly to establish by statue a Pennsylvania  Commission that will promotes and support greater father family involvement in the life of children and families throughout the Commonwealth.  

If the bill passes it will codify in law that “the public policy of the Commonwealth is to end institutional barriers that  may impede fathers in fostering supportive connections with their children, establish support mechanisms to enhance  the ability of fathers to assume a beneficial parenting role and assist men in preparing for the legal, financial and  emotional responsibilities of fatherhood.”
